Between Ownership and Oversight: Evaluating Tanzania’s FCI Regime Through Sub-Saharan Comparisons

This study evaluates Tanzania’s Free Carried Interest (FCI) regime in extractives by comparing it with models in Ghana, the DRC, and Nigeria’s petroleum PSAs. It finds that while FCI secures government equity stakes, weak institutions and oversight often limit its fiscal benefits. Ghana’s hybrid structures and Nigeria’s PSA framework demonstrate alternative approaches to balancing state sovereignty, revenue, and investor risk. The paper proposes a reformed hybrid FCI–PSA model for Tanzania, stressing that ownership must be matched with institutional strength, transparency, and accountability to deliver developmental outcomes in line with the Africa Mining Vision.
